Focus on Results – In Kazakhstan, the List of High-Performance Sports Has Been Approved

The Ministry of Tourism and Sports of the Republic of Kazakhstan has approved the list of high-performance sports. It includes 65 sports featured in the programs of the Olympic, Paralympic, Deaflympic, Asian, and Para-Asian Games, as well as national sports.

Funding for these sports will be provided on a priority basis from the national and local budgets. The funds will be directed toward the preparation of sports reserves, participation of athletes in international competitions, the organization of training camps and sporting events, as well as the maintenance and development of sports infrastructure.

➡️ Out of the 65 high-performance sports, 46 have been designated as priority sports, including 11 national sports. The main selection criterion was the performance of Kazakhstan’s national teams at the Olympic, Paralympic, Deaflympic, Asian, and Para-Asian Games.

Sports that are not included in the list of high-performance sports will be developed according to the principles of mass sports. Local executive authorities will allocate funding for athletes’ participation in national championships and comprehensive competitions within Kazakhstan. Participation in international competitions will only be possible through sponsorship or other non-budgetary sources.

✔️ The list will be updated annually, allowing the inclusion of sports featured in the Olympic, Paralympic, Deaflympic, Asian, and Para-Asian Games programs.

It is important to note that amendments to the draft law were made taking into account the opinions of the public, members of parliament, representatives of the sports sector, federations, coaches, experts, and non-governmental organizations.

As a reminder, in accordance with the President’s directive, a comprehensive reform of the sports sector is being implemented in the country. The Ministry has developed a draft law “On Physical Culture and Sports,” aimed at systematically reforming the field of physical culture and sports.

💻 The law introduces several important innovations:

  • Establishing budget spending limits for maintaining professional clubs in team sports;

  • Prohibiting the use of budget funds to finance athletes who are not citizens of the Republic of Kazakhstan;

  • Clarifying the concept of “priority sports” and approving their regional list;

  • Imposing on accredited sports federations the obligation to implement preventive measures against religious extremism and terrorism;

  • Strengthening accreditation requirements for sports federations;

  • Defining the concept of “assistant for an athlete with a disability”;

  • Introducing a rotation mechanism for the heads of state organizations in the field of physical culture and sports;

  • Defining the concept of “national standards of sports training.”

The Ministry continues to create conditions for the sustainable development of sports in Kazakhstan. National sports are being granted equal status with Olympic disciplines, a vertical management structure is being established, and budget funds will be utilized more efficiently.
